The servers are all static IPs and the PC IPs are controlled by DHCP. Our current system is 2 domain controllers, 1 exchange/file server and 6 PCs.

So after 2 plus weeks of scouring the internet and $500 later, we have found the issue or bug that has caused our offline system to not connect to exchange.
